The driver should have made sure everyone was wearing a seatbelt and should have kept contol of the car.
What specific actions could society(state, county, federal, and citizen) take to prevent such accidents.

Cause Category: The faulting driver ran the stop sign and the driver that got hit wasn't reading the road for people
running stop signs. The man that hit them also ran from the scene.

The man should not have ran the stop sign or ran from the accident.

I think people that have licinses for a while should retake drivers ED classes every couple of years to stay fresh
because the driver that got hit did not notice the man running the sign.
